WCO是什么？世界海關(guān)組織是干嘛的？

WCO與WCA、IMO等其他組織有何區(qū)別？

一、WCO是什么？

在國(guó)際物流和貨運(yùn)代理行業(yè)，WCO指的是World Customs organization，即“世界海關(guān)組織”。WCO的前身是1952年成立的海關(guān)合作理事會(huì)（Customs Co-operation Council，簡(jiǎn)稱CCC）。哈哈，這里的CCC跟進(jìn)出口“3C認(rèn)證”的CCC不是一回事哈。

1994年，海關(guān)合作理事會(huì)年會(huì)通過(guò)了一項(xiàng)有關(guān)為該組織命名一個(gè)工作名稱的議案——從此，該組織獲得了一個(gè)工作名稱，即“世界海關(guān)組織（WCO）”。

國(guó)際海關(guān)組織官網(wǎng)（http://www.wcoomd.org/）對(duì)WCO是這樣說(shuō)的：

The World Customs organization (WCO), established in 1952 as the Customs Co-operation Council (CCC) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of Customs administrations.

Today, the WCO represents 181 Customs administrations across the globe that collectively process approximately 98% of world trade. As the global centre of Customs expertise, the WCO is the only international organization with competence in Customs matters and can rightly call itself the voice of the international Customs community.

The World Customs organization (WCO) is an intergovernmental organization headquartered in Brussels, Belgium. The WCO is noted for its work in areas covering the development of international conventions, instruments, and tools on topics such as commodity classification, valuation, rules of origin, collection of customs revenue, supply chain security, international trade facilitation, customs enforcement activities, combating counterfeiting in support of Intellectual Property Rights (IPR), drugs enforcement, illegal weapons trading, integrity promotion, and delivering sustainable capacity building to assist with customs reforms and modernization. The WCO maintains the international Harmonized System (HS) goods nomenclature, and administers the technical aspects of the World Trade organization (WTO) Agreements on Customs Valuation and Rules of origin.

二、WCO和WTO是啥關(guān)系？

看到這里，你是否想到了跟WCO長(zhǎng)得差不多的WTO？WTO就是大名鼎鼎的The World Trade organization世界貿(mào)易組織啦。中國(guó)加入WTO曾經(jīng)是一件大事兒。所以很多人都聽說(shuō)過(guò)WTO。WCO雖然與WTO只有一字之差，但是一直“默默無(wú)聞”。

其實(shí)，WCO和WTO有密切關(guān)系哦。國(guó)際貿(mào)易當(dāng)中，無(wú)論進(jìn)口，還是出口，都涉及到海關(guān)，都繞不過(guò)海關(guān)。海關(guān)的政策、規(guī)則，尤其是關(guān)稅、海關(guān)知識(shí)產(chǎn)權(quán)保護(hù)以及海關(guān)貿(mào)易管制等重要方面，都是中國(guó)加入WTO談判很重要的組成部分。

世界海關(guān)組織（WCO）是一個(gè)獨(dú)立的政府間多邊國(guó)際組織。其主要任務(wù)是研究和協(xié)調(diào)世界海關(guān)事務(wù)，提高海關(guān)效率。其使命是加強(qiáng)各成員海關(guān)工作效益和提高海關(guān)工作效率，促進(jìn)各成員在海關(guān)執(zhí)法領(lǐng)域的合作。

三、WCO和WCA、IMO有何不同？

WCA是World Cargo Alliance——世界貨運(yùn)聯(lián)盟；

WCO是World Customs organization——是世界海關(guān)組織；

IMO是International Mathematical Olympiad——國(guó)際海事組織；

差別大著呢，看清楚啦。

另外，IMO和ICAO都是聯(lián)合國(guó)下屬的專門機(jī)構(gòu)，而WCA和WCO都不是聯(lián)合國(guó)下屬的專門機(jī)構(gòu)。

還有，WCA不是政府間組織，其成員是貨代公司freight forwarders；而IMO、ICAO、WCO都是政府間組織。
